The STT Evaluates Progress in the Implementation of the National Anti-Corruption Agenda

The Special Investigation Service (STT), which coordinates the 2022–2033 National Anti-Corruption Agenda (hereinafter – the Agenda), presented monitoring and evaluation report for the implementation period of 2024. The report also assesses the progress made over the past two years – the majority of the planned measures have been implemented. The report highlights the importance of increasing business involvement in promoting transparency, the accessibility of public data, integrity in the sports sector, further development of whistleblower protection, and other areas vital to corruption prevention.

A total of 58 measures were planned for the Agenda 2023–2025 implementation period. By the end of 2024, approximately 61% of the activities scheduled for the entire three-year period had been implemented, including previous and ongoing efforts.

Progress of 32 Actions Planned for 2024

Consistently implemented measures have contributed to raising public anti-corruption awareness and building anti-corruption environment within institutions:

  • Anti-corruption education as part of the education system. Anti-corruption education included in general education programs through basics of citizenship, helping to raise a young generation resistant to corruption.
  • Anti-corruption social campaigns. Nationwide campaigns on the harm of nepotism and bribery have reached a wider audience than initially expected.
  • Strengthening responsibilities of high-level management. Heads of public sector institutions are assigned tasks related to the implementation of corruption prevention measures in the institution during their term of office.
  • Open data development. Implemented data opening projects support Lithuania’s continued high ranking in international indexes.
  • Capacity building in the public sector. Public sector employees responsible for managing conflicts of interest and lobbying influence are receiving targeted training.
  • Improving transparency in asset management and public procurement. Enhancements to the Lithuanian Spatial Information Portal and the publication of data on state land management increased transparency. Public procurement in healthcare institutions is becoming centralized, and implementation of the measure to eliminate dishonest suppliers from public procurement is being strengthened.
  • Improving corruption detection and prevention mechanisms. Public awareness of whistleblower protection is being raised, individuals who do not have whistleblower status are being compensated, a plan has been prepared to strengthen the investigation and prevention of foreign bribery. Law enforcement officers, prosecutors and judges continue to receive training to improve their competencies in investigating and prosecuting corruption-related offenses.

As the first Agenda implementation plan for the period of 2023–2025 nears its end, and in order to ensure continuity, the Minister of Justice of the Republic of Lithuania has established a working group to prepare the draft implementation plan for the period of 2026–2029.

The STT’s 2024 monitoring and evaluation report highlights areas that require further strengthening:

  • Raising anti-corruption awareness, particularly in terms of personal responsibility and the willingness to report corruption.
  • Engaging the business sector in efforts to promote integrity.
  • Improving availability of public data relevant to external users.
  • Increasing transparency in legislative and decision-making processes.
  • Strengthening monitoring of conflicts of interest and cooling-off periods.
  • Improving the quality and delivery of administrative services.
  • Enhancing the public procurement system.
  • Increasing integrity in the sports sector.
  • Expanding whistleblower protection mechanisms.
  • Improving the effectiveness of criminal prosecution.
