STT is implementing EU Twinning project in the Republic of Azerbaijan

As of 1 February 2022, the STT and its national partners launched a twinning project in Azerbaijan – “Support to the reform of the criminal asset recovery and management system in Azerbaijan”.

The aim of the project is to improve the efficiency of criminal justice through modernization of the asset recovery and management system in line with EU and international best practices, with a special focus on the return of corrupt assets to the State.

The project aims to strengthen the institutional and operational capacity of the Department for the Coordination of Special Confiscation Issues of the Prosecutor General's Office (DCSCI) to ensure that it fully fulfils its mandate in the area of criminal property detection, tracking and recovery as well as asset management.

During the project implementation, national legislation will be reviewed or developed to provide the widest possible range of legal measures to facilitate the recovery of proceeds of corruption. A separate, standalone asset recovery strategy and related actions that intensify the fight against corruption and build more effective anti-corruption chains will be developed.

In addition to the STT, which is leading authority in implementing the project, the EU Twinning Project involves 6 other Lithuanian institutions: the Supreme Court of Lithuania, the Prosecutor General's Office, the Ministry of the Interior, the Financial Crime Investigation Service under the Ministry of the Interior, the Lithuanian Criminal Police Bureau, State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania.

The project is funded by the European Commission and will run for 24 months.

This is the seventh EU Twinning project being implemented by the STT and the second in Azerbaijan. The first EU Twinning project in Azerbaijan "Support for the Anti-Corruption Department with the Prosecutor General of the Republic of Azerbaijan" was successfully implemented in 2009-2011.

STT with partners will implement the EU Twinning project in Bosnia and Herzegovina

On April 15, 2024, the European Union's Twinning project “Strengthening capacities of the Agency for the Prevention of Corruption and Coordination of Fight Against Corruption” officially launches in Bosnia and Herzegovina. The Special Investigation Service (STT) will participate as a junior partner.

The main partner of the Project is the Italian National Anticorruption Authority (ANAC). Additionally, the project will involve the Police Department of the Ministry of Internal Affairs of the Republic of Lithuania, anti-corruption experts from Austria and Germany.

The beneficiary of this project is the Agency for the Prevention of Corruption and Coordination of Fight Against Corruption (APIK) of Bosnia and Herzegovina. The aim of this project is to consolidate the APIK’s key technical and functional capacities so that it can lead Bosnia and Herzegovina toward more strategic anti-corruption (prevention) policies.

The project, which will last for 24 months, is funded with 1 million euros from the European Commission.

The STT will be responsible for the successful implementation of individual Project components and activities. The administrative and financial management of the project will be ensured by the ANAC.

This is already the eighth EU Twinning project implemented by the STT.

 

IMPLEMENTED PROJECTS


EU Twinning project in Jordan

27 September 2020, the consortium between Lithuania (Lead MS) and Austria (Junior partner) will implement the European Union Twinning Project “Support the Jordanian Integrity and Anti-Corruption Commission in the Fields of Integrity and Corruption Prevention”. The Special Investigation Service of the Republic of Lithuania (as the Project Leader), together with Police Department under the Ministry of Interior of the Republic of Lithuania and Chief Official Ethics Commission, Junior partner – Austrian Agency for European Integration and Economic Development (AEI) will implement this project. The Special Investigation Service of the Republic of Lithuania will be responsible for the successful implementation of the project, Central Project Management Agency (CPMA), Lithuania, will ensure project administrative and financial management.

EU tender was launched for the implementation of this project. In addition to Lithuanian – Austrian authorities, Italy with Latvia and Finland with Germany participated in the tender.

The total Project budget is 1.500.000 EUR will be financed by the European Commission. The duration of the Project is 21 month. The purpose of the Project is to support National Institutional Efforts in Jordan to strengthen Integrity and Corruption Prevention.

The project aims at achieving the following results:

1. Develop and revise national integrity standards in the public sector to guarantee the implementation, compliance with, and activation of these standards with related institutions.

2. Enhance the capacities of specialized departments in Jordanian Integrity and Anti-corruption Commission in assessing and managing corruption risks in selected sectors.

This is already the 6th EU Twinning Project, won by the Special Investigation Service of the Republic of Lithuania.

 

EU Twinning project in Serbia

The consortium between Lithuania (Lead MS) and Romania (Junior partner) will implement the European Union Twinning Project in the Republic of Serbia „Strengthening Capacities of Internal Control in the Fight against Corruption within the Ministry of Interior“. The Special Investigation Service of the Republic of Lithuania (as the Project Leader), together with Police Department under the Ministry of Interior of the Republic of Lithuania, and several Romanian law enforcement agencies, as well as Romanian Anti-Corruption General Directorate, as Junior partner. The Special Investigation Service of the Republic of Lithuania will be responsible for the successful implementation of the project, Central Project Management Agency (mandated body, Lithuania) will ensure project administrative and financial management.

EU tender was launched for the implementation of this project. Besides Lithuanian – Romanian authorities, Austrian authorities participated in the tender as well.

The total Project budget is 1.000.000 EUR will be financed by the European Commission. The duration of the Project is 18 months (the planned start of the beginning of the implementation is scheduled for 4th of February, 2019). The purpose of the Project is to strengthen capacities of Internal Control in the Fight against Corruption within the Ministry of Interior of the Republic of Serbia. Also strengthening capacities of the use of special investigative techniques, integrity testing, improve IP systems, asset/property declaration checks, intelligence and operational data as well as to conduct corruption risk analysis.

The project results are as follows:

1. Enhanced capacity of IAS (Internal Affairs Sector) to efficiently use special investigative techniques in proactive investigations of corruption and integrity testing.

2. Improved IT systems of IAS to protect and manage data during investigations.

3. Enhanced internal investigation capacity of the IAS and enforced asset/property declaration checks of employees of MoI (Ministry of Interior).

4. Established capacities of IAS to process intelligence and operational data as well as to conduct corruption risk analysis.

This is already the 5th EU Twinning Project, won by the Special Investigation Service of the Republic of Lithuania.

Strengthening Capacities of Internal Control in the Fight against Corruption within the Ministry of Interior

 

EU Twinning Project in Moldova

The consortium between Lithuania (Lead MS), Romania (Junior partner) and Finland (Junior partner) will implement the European Union Twinning Project “Support to the strengthening of the operational capacities of the Law Enforcement Agencies of the Republic of Moldova in the field of investigation of criminal acts of corruption”.

The Special Investigation Service of the Republic of Lithuania (as the Project Leader), together with Ministry of the Interior of the Republic of Lithuania, Police Department under the Ministry of Interior of the Republic of Lithuania, Prosecutor General’s of the Republic of Lithuania, Lithuanian Customs, Junior partners – Romanian Anti-Corruption General Directorate and Finland will implement this project.

The Special Investigation Service of the Republic of Lithuania will be responsible for the successful implementation of the project, Central Project Management Agency (CPMA), Lithuania, will ensure project administrative and financial management.

EU tender was launched for the implementation of this project. In addition to Lithuanian – Romanian authorities, the Dutch – Swedish and Finnish participated in the tender.

The total Project budget is 1.000.000 EUR will be financed by the European Commission. The duration of the Project is 2 years. The purpose the Project is to strengthen the institutional capacities of the National Anti-Corruption Centre (NAC), Anti-Corruption Prosecutor\'s Office (APO), Ministry of Internal Affairs (MIA), General Police Inspectorate (GPI) and Customs Service, in order to increase the efficiency in the fight against corruption. Also strengthening of the investigative capacities of the above mentioned institutions in the field of prevention and investigation of criminal acts of corruption.

The project aims at achieving the following results:  
1. Capacities of the NAC, Anti-Corruption Prosecutor Office, MIA, GPI and Customs Service to combat corruption through the appropriate use of special investigative techniques, methods and equipment are strengthened.
2. Decision-making, internal procedures as well as interagency co-operation, co-ordination and communication related to investigation of criminal cases of corruption are enhanced in line with EU best practices.
3. Capacities of the NAC to conduct professional integrity testing in the public sector built up in line with best EU and international practices and respecting human rights.

This is already the 4th EU Twinning Project, won by the Special Investigation Service of the Republic of Lithuania.
