The EU-funded Twinning Project, in collaboration with the Jordanian Integrity and Anti-Corruption Commission (JIACC), has recently finished the first outcome in the project's Second Component – the Operational Manual for assessing and managing corruption risks.
This result presents a sustainable operational manual to assess and manage corruption risks that was developed based on new mechanisms and is tailor-made for Jordan's anti-corruption environment, including political, regulatory, institutional and procedural contexts. While highlighting the anti-corruption framework used by the EU Project’s Member States of Lithuania and Austria, the manual follows standardized procedures for conducting Corruption Risk Assessment Management (CRAM).
The manual reviewed the four pillars of the JIACC's CRAM, which are the policy, legal, and regulatory framework, the institutional framework, the operational structure, and control, monitoring, and prevention mechanisms. This Manual includes a matrix for assessing, managing, and reducing corruption risks, including identifying internal and external risks, evaluating and prioritizing control measures, and identifying the measures to be implemented.
Additionally, the Manual is based on a systemic approach to CRAM and includes procedures for the self-assessment of corruption risk, which will be used by all public entities and conducted by JIACC. Furthermore, the operational manual and methodology will be disseminated to public administrations, and a proper training program, including seminars and workshops, will be conducted in collaboration with JIACC for selected ministries and governmental departments, covering the theoretical and methodological aspects of Corruption Risk Management.
The Manual was developed over the course of four missions that included meetings, interviews, interactive surveys, with participation of experts from Member States and JIACC, Ministry of Health, Jordanian Customs Department, in addition to various Ministries, governmental departments, civil society and international organizations.
The EU Twinning Project titled “Support the Jordanian Integrity and Anti-Corruption Commission in the Fields of Integrity and Corruption Prevention” is financed by the European Union for a total amount of €1,5 million and aims to support national institutional efforts to strengthen Integrity and Corruption Prevention. It is implemented by the lead MS partner, Special Investigation Service of the Republic of Lithuania (STT), and the junior MS partner Austrian Agency for European Integration and Economic Development (AEI) in cooperation with JIACC.
