The Vilnius Regional Court, by means of a penal order, found a former employee of the Vilnius City Municipality company Vilniaus atliekų sistemos administratorius (VASA) guilty of six corruption-related criminal offences and imposed a final fine of EUR 110,000. The pre-trial investigation was conducted by the Special Investigation Service (STT) and was launched following a report submitted by VASA.
The court found the former VASA employee, who had held a managerial position, guilty of fraud, document forgery and abuse of office. Her responsibilities included overseeing the performance of service procurement contracts concluded by VASA. The court established that, during the period from 2022 to 2023, G. V., while abusing her official position and seeking financial gain, acquired part of the goods and services under these contracts not for VASA’s needs, but for her own personal use. In order to conceal these circumstances, she forged documents and submitted them to the company’s accounting department for payment.
As a result of these actions, significant non-pecuniary and pecuniary damage was caused to the municipal company and the state, with the pecuniary damage exceeding EUR 113,000. The financial damage was compensated during the pre-trial investigation.
After combining the penalties, the court imposed a fine of EUR 165,000. Pursuant to Article 64¹ of the Criminal Code, the sentence was reduced by one third, resulting in a final fine of EUR 110,000.
The court also imposed a penal measure prohibiting her, for a period of three years, from being elected or appointed to elected or appointed positions in state or municipal institutions, bodies and enterprises. This period is calculated from the date on which the court’s penal order entered into force.
The investigation was supervised and led by prosecutors of the Organised Crime and Corruption Investigation Division of the Vilnius Regional Prosecutor’s Office.
